Special electoral roll of European Citizens for the European Parliament Elections
Every citizen of a Member State of the European Union residing in Cyprus shall have the right to vote and to stand as a candidate in the European Parliament elections, under the same conditions as Cypriot citizens.

It should be clarified that, under Community law, if a Member State of the European Union requires their nationals to have their habitual residence in the country for a specified period in order to be entered on the electoral roll, the same will apply to nationals of another Member State, but their residence in another EU Member State shall also be taken into account. A minimum period of 6 months of habitual residence in the Republic of Cyprus is required.

Citizens of EU Member States may exercise their right to vote in Cyprus, provided that they have reached the age of 18 and are entered on the special electoral roll.

Entry on the special electoral roll shall require the presentation of a Cypriot identity card or a valid passport or identity card issued by the Member State of the EU voter’s nationality and/or a certificate of registration of a EU citizen concerning the voter. Voters must also submit a solemn declaration specifying their nationality, that they have not been deprived of the right to vote in the home Member State, the last electoral roll on which they were registered in the home Member State (where applicable), the address of their habitual residence in the Republic of Cyprus, the date from which they reside in Cyprus or in another Member State and that they will exercise their right to vote only in the Republic of Cyprus. The application shall be submitted to the local offices of the District Administrations and the Citizen’s Service Centres.

Special electoral roll of European Citizens for the Local Government Elections
Every citizen of a European Union Member State residing in Cyprus shall have the right to vote and to stand as a candidate in Local Government elections, under the same conditions as Cypriot citizens.

It should be clarified that, under Community law, if a Member State of the European Union requires their nationals to have their habitual residence in the country for a specified period in order to be entered on the electoral roll, the same will apply to nationals of another Member State, but their residence in another EU Member State shall also be taken into account. A minimum period of 6 months of habitual residence in the Republic of Cyprus is required.
