First distribution of seats
The first seat allocation for councillors is carried out at municipal district level. The total number of votes cast for the election of municipal councillors shall be divided by the number of councillors’ posts in each district and the quotient of that division, omitted from the fraction, shall be electoral threshold by which the electoral power of each list is divided, i.e. the total number of valid votes received. Each list is entitled to as many councillors’ positions as many times as the electoral threshold is included in its electoral power. An independent candidate who receives votes equal to or more than the electoral threshold, shall occupy one councillor’s seat.
The seats of councillors assigned to lists of candidates, shall be occupied by the candidates who in turn have obtained the highest number of preference crosses. In the event of a tie of two or more candidates from the same list, if the posts allocated to that list are less than the number of candidates who are tied, the Elections Officer shall draw lots in the presence of the candidates.
Second distribution of seats
The second distribution of councillor’s seats shall be carried out at Municipality level, among the candidates for party lists, party coalitions and lists of independent candidates seeking election in all the municipal districts of the municipality concerned, irrespective of whether or not they have been successful in obtaining any seats during the first distribution of seats and without having to obtain a specific percentage of all valid votes cast, whether or not in the relevant district or in the Municipality concerned.
The electoral threshold of the second distribution is obtained by dividing the unused balances of the participants in the second distribution by the number of unallocated councillor seats.
Starting with the list with the highest unused balances throughout the Municipality following the first distribution, the first of those seats shall be allocated to the municipal district where the list in question presents the highest unused balance, provided that there is such an unallocated seat. Otherwise, the seat shall be allocated to the next district in which the list has the next highest unused balance. This procedure shall be repeated successively for the second district with the highest unused balance from the first distribution throughout the Municipality, and for subsequent lists until the ranking of the lists has been completed.

Seats remaining unallocated shall be allocated one by one in one order to the party or coalition of parties or list of independent candidates with the highest unused balances from the second distribution of seats.

As in the case of the first distribution of seats, the seats allocated to each list shall be occupied by list candidates who have the highest number of preference crosses. In the event of a tie of two or more candidates from the same list, if the posts allocated to that list are less than the number of candidates who are tied, the Elections Officer shall draw lots in the presence of the candidates.
