Each Council shall be composed of the Community Leader, the Deputy Community Leader and the Members of the Community Council. The council is elected for a five-year term which begins on the first day of the month following its election.

The Community Leader and the Members of the Community Council shall be elected by the voters registered on the electoral roll of the relevant Community. The Deputy Community Leader shall be elected by the Members of the Community Council at the first session of the Council which shall be held within ten (10) days of the date of its election.

The Community Councils of the free areas, which amount to 285, shall consist of 4 to 8 members, depending on the number of voters registered. In particular, the number of members is as follows:

(a) For communities with a number of registered voters up to 300, four (4) members;

(b) For communities with a number of registered voters from 301 to 700, six (6) members; and

(c) For communities with a number of registered voters in excess of 700, eight (8) members.

The Councils of the occupied Communities consist of the Community Leader and four (4) Members, irrespective of the number of voters registered.

The number of the members of Community Councils of the free areas is estimated at 1,834 and of the occupied areas at 556. The exact number of members of each Community Council shall be determined following the finalisation of the supplementary electoral roll on 2nd April 2024.
