Each Council shall be composed of its President who is elected by the electors of the Districts concerned and sixteen (16) members, including the Vice-President. Ten(10) members are derived from the Municipal Councils and six (6) from the relevant Community Councils. The members of the Councils derived from the relevant Municipal Councils shall be elected by a vote at the general assembly at which the municipalities concerned are represented and their members from the Community Councils concerned shall be elected by a vote at the general assembly at which the Communities concerned are represented. The Vice-President of the Council shall be elected by the members of the council in a session convened by the President as soon as possible after the election of the members.
